Managing your Single Outcome Agreement

The Single Outcome Agreement (SOA) puts critical focus on the quality of the Scottish Councils delivery of plans and services. SOA guidance states that local performance systems “should be supported by appropriate and robust systems for governance, scrutiny and performance management”.
