Healthcare Program Management

The Irish National Healthcare body – the HSE (Health Service Executive) has undergone a number of restructures and significant changes over the past number of years.

The HSE are currently made up of 4 regions, 17 integrated Services Areas and 510 Primary Care Teams. They manage specialist programs such as Cancer Care and Childcare Strategies as specific programs of work with key focus on delivering specific objectives.

In 2011, the HSE commenced delivery of a hugely significant Child and Family Services program.

The Challenge

The key challenges facing the National Director of Child and Family Services, Gordon Jeyes and his National Program Manager Seamus Woods, are:-

Requirement for a clear direction
Delivery of services in a consistent manner
Prioritisation of key projects
Minimisation of confusion around the change program
Management and control of the change program
Minimisation and control of risk to the program delivery
Ultimately ensuring the enablement of children to lead happy, healthy and satisfying lives

Change Management Process

Before even meeting with Cora Systems the HSE Program Manager had a very clear process of how he wanted to manage this program.

This included:-

Project Initiation
Project Planning (Scope, WBS, Gantt)
Risk Management
Change Management
Program and Project Monitoring

The monitoring of such a large program is very important. The HSE look at percentage complete, key program risks, Traffic Light (RAG) reporting.

They also have the option of looking at budget, planned, actual, committed and even cost-savings delivered by program and/or project.

Our Solution

The HSE implemented ProjectVision from Cora Systems. It is a totally web-based Portfolio, Program, Project Management system that manages a strategy right from a high level strategic perspective, down to individual tasks at a project level. Depending on the user, the views of the systems are different, for example the Program Manager, Seamus Woods, is interested in seeing how well the National Childcare and Family Services Strategy is being delivered against specific strategic objectives. He can run Strategy reports and Traffic Light reports to show him this.

However the view of one of the 17 integrated service areas will be different as they are only interested in the projects that they are responsible for. As a result they see a much cut-down-view. The system integrates all projects from the Strategy into one seamless solution. Information rolls up from projects to program level and managers can drill down on reports to get specific information if required. Seeing projects on a map and relating that information to other spatial information (e.g. deprivation index) is also possible.

The solution is fully hosted by the HSE, but the installation was completely takes care of remotely by Cora Systems staff. This meant less hassle for very busy IT staff who are already under pressure. Cora Systems, also offered the HSE a fully hosted solution where they take care of all hosting, backups and system monitoring and eliminated upfront capital costs. In addition, the HSE get free upgrades as part of their support package.
