Project Management of Operational Plans

Project managing an operational plan in a large, fast moving local authority is a challenge. The requirement to view and manage progress of all operational plans from a project management perspective is critical.

Fingal County Council has 7 directorates and each of these contribute to an overall business plan for the local authority.   Every year, each Directorate is responsible for producing an operational plan to detail their work in all departments for the coming year.

Across the Organization, in addition to their yearly operational tasks, there are 500+ capital projects ongoing at any one point in time.

The key issues for Fingal Co. Co. were:

  • Ability to view progress of Operational Plan across all Directorates
  • Monitor Key Performance Indicators
  • Report Generation

ProjectVision was purchased from Cora Systems to manage all the various programs, projects and actions in each of the departments.  The system enables them to view their operational plan from a high level, drilling down to individual actions and tasks.  Therefore, at senior management, they are able to get an immediate view of how their overall plan is progressing.  Team members can get detailed views of their projects and actions and can see what actions they have to complete in order to deliver on their operational plan.

Cora Systems also developed an interface (PV Spatial) with the Fingal GIS system which allows them to view the location of all projects in the county.  Reports can be generated to show all projects by Directorate and also by Electoral Area.

In addition to tracking their operational plans, Fingal County Council also use ProjectVision to track their Key Performance Indicators (KPIs).  Each Directorate has a list of key measurements that need to be monitored.  ProjectVision allows them to assign each of these KPIs to an individual or group, who are responsible for updating each of these measurements.  ProjectVision allows them to monitor their performance over time and compare the metrics yearly.

Fingal use the system at their team meetings to monitor the progress of their plans and to ensure that any issues can be identified at an early stage and addressed.

In the next few months, Fingal plan to expand the system further and use ProjectVision to maintain and track their Risk Register.

In summary, Fingal are using ProjectVision to manage all of their key business targets and goals successfully and are expanding the use of the system further.
